KREOLMAGAZINEISSUE9May-August2014kreolCulture42TheworldcouldbeforgivenforassumingthatthemissionoftheOrganisationInternationaledeLaFrancophonieOIFwastopreserveandpromotetheFrenchlanguagearoundtheglobeafterallthetermFrancophoneisusedinternationallytodescribethosewhousetheFrenchlanguageasamothertongue.ThemissionoftheIOFishowevermuchbroaderanddeeperthanthesharedlanguageofitsmemberstates.Formedafteraconventionof21memberstatesin1970theoriginalAgencyforCulturalandTechnicalCooperationcommonlyreferredtoasLaFrancophoniewascreatedasanintergovernmentalgrouptohelppromotecoordinatedeffortsonanumberofmattersthataffectedFrenchspeakingcountriesandregionsaroundtheglobe.WhilethesharedcommonlanguageofFrenchconnectedtheseoriginalmemberstatesthegoalwastoincreaseculturalconnectivitycooperationandadvancementamongthememberstatesonalevelthatwouldbenefitthegreaterworld.DuringitsfourplusdecadesofexistenceLaFrancophoniehasgrowntoinclude77membersrepresentingtheworldsfivecolonizedcontinentswithmembersstretchingfromFrancetoCanadaSoutheastAsiaAfricaandtheMiddleEast.CurrentlyLaFrancophonieboasts57memberstatesandgovernmentsaswellas20observerstates.OnaMissionforGoodTheorganisationwasformedtoenhancethebondofnationsandculturesaroundtheglobethatsharedtheFrenchlanguageandembracedthehumanistvaluesoftheFrenchlanguage.Representingover890millioncitizensworldwideincluding220millionfrancophonesthestatedgoalofLaFrancophonieistoorganisepoliticalactivitiesandactionsofmultilateralcooperationthatbenefitFrench-speakingpopulations.ItsactionsrespectculturalandlinguisticdiversityandservetopromotetheFrenchlanguagepeaceandsustainabledevelopment.ForLaFrancophoniethismeanshelpingorganiseandfundprojectsaroundtheglobetopromoteeconomicgrowthsustainabledevelopmenteducationinitiativesandculturalimprovement.OvertheyearsLaFrancophoniehasfoundsuccessoneachcontinentitoperatesonandcontinuesthatmissiontoday.CulturalandLinguisticDiversityWithoutquestiontheprimarymissionofLaFrancophonieistopromotetheFrenchlanguageasaninternationallanguageduringthistimeofglobalisationwhilestillpromotingculturalandlinguisticdiversity.Aseconomicglobalisationhasincreasedinthe21stcenturysotoohasthedrivetowardsuniformitythatoftenthreatensnativeculturesandlanguageswithmarginalisation.AsaresultLaFrancophonieandallofitsmemberstatesactivelyworktopromotenotjusttheFrenchlanguagebutalsothepreservationofculturalandlinguisticidentitiesinthefaceofglobalisation.DespitesuccessesthegroupfacesuphillbattlesstillamongstmembernationsfromAfricainparticularwheretheFrenchlanguagecoexistsalongsidetribalandnativetongues.membrenationalrgionalmembreasociobservateurmembresuspenduMapoftheOrganisationinternationaledelaFrancophonie.PhotoBourrichonCurrentlyLaFrancophonieboastsworldwide57memberstatesand20observerstates KREOLMAGAZINEISSUE9May-August201443kreolCultureInthesesettingsLaFrancophoniestrivestopromotesolidarityatthenationallevelwhilehelpinggovernmentsfindwaysofpreservingnativetonguesinamannerthatallowsvariouslanguagestocoexistwithFrench.PeaceandHumanRightsAscountlessinternationalincidentsinthepastthreedecadeshaveshownpoliticalinstabilityputstheidealofpeaceinharmswayandcanquicklyleadtohumanrightsviolationsthatmarginalisesegmentsofthepopulationorevenleadtogenocide.LaFrancophonieworkstirelesslywithmemberstatestopromotedemocracystabilitypeaceandobservanceofhumanrights.InordertoachievethisgoalLaFrancophoniemakesavailabletoallofitsmemberstatesnotonlythefinancialmeanstotacklepoliticalandhumanrightsinitiativesbutalsotheknowledgetocreatesustainablegrowthintheseareas.Thisincludesprovidingmemberstateswithaccesstointergovernmentalinstitutionalandacademicnetworksthatprovidetheknowledgetoassistinimprovingnationalcapacitiesmaintainingpoliticalstabilityandresolvingconflictswithafocusonsustainableresults.EducationTrainingandResearchPartoftheorganisationsprimarymissiontopromoteandpreserveFrenchandnativetonguesamongitsmembernationsLaFrancophoniehasastrongfocusonprovidingeducationtrainingandresearchtoallcitizensacrossitsmembernations.Thismeansnotjustaccesstoprimaryeducationforchildrenbuttheabilitytoimproveeducationalsystemstrainingforcareersandresearchtoadvancenationalandculturalinitiatives.ArecentexampleofthisworkwouldbetheFrancophoneInitiativeforLong-DistanceTeacherTraining.Thepilotphasefortheprogrammewaslaunchedin2008infourmemberstatesBeninBurundiHaitiandMadagascarandfeaturedInternetaccessforhundredsofprimaryschoolteachersinordertoenhancethequalityofmaterialsavailablefortrainingteachers.SinceitspilotphasetheprogrammehasgrownfromitsfourpilotnationstoprovideevenmorecomputersandInternetaccesstonowthousandsofteachers.TheprojecthasexpandedtoincludetheDemocraticRepublicofCongoasaparticipant.SustainableGrowthandDevelopmentLastbutcertainlynotleastitisthegroupsmissiontohelpmemberstateswithsustainablegrowthanddevelopmentmeasures.LaFrancophonieisdeeplyinvolvedinpromotinganti-povertyandresourcepreservationandmanagementinitiativesamongitsmemberstateswiththestatedgoalofensuringthatdevelopmentandgrowtheconomicandotherwiseisachievedthroughsustainablemeans.AmongmemberstatesinAfricadesertificationasaresultofpoorlandmanagementisagreatconcern.Withoutproperlandmanagementinitiativesexhaustedlandcanfailtoholdbacktheadvanceofthedesertandrobmemberstatesofusablelandforcropgrowth.LaFrancophoniesSustainableLandManagementandDesertificationPartnershipisonesuchinitiative.AspartofalargereconomicdevelopmentprojectLaFrancophonieseekstoaidmemberstatesinfocusingoneconomicanddevelopmentinitiativesthathavethepropergovernanceinplacetoensurelandmanagementforcropuseandgrowththatissustainable.GalatasarayUniversityTurkeyistheonlyFrancophoneUniversityinTurkey.PhotoMeunierd KREOLMAGAZINEISSUE9May-August201449kreolCultureGuanabacoainCubaandotherswereinvitedtostaywiththeCherokee.Onlyabout300SeminolesalmostallofthemIndiansremainedinFloridawheretheyhadbeengrantedfivemillionacresoflandfurthersouthintheEverglades.In1849someoftheOklahomaSeminolesappliedtotheMexicangovernmentforpermissiontogoandliveinthatcountrypossiblybecausetheybelievedtheywouldbemoreathomeinaHispanicenvironmentandperhapscouldspeakSpanish.HoweverthemainreasonfortherequestwasthatalmostassoonastheyhadarrivedinIndianTerritorytheUSgovernmentdeclaredthemlegallytobeslaveswhileslaveryhadalreadybeenabolishedinMexicosometwentyyearsbefore.Agroupofabout500BlackandIndianSeminolesleftOklahomainthelatefallof1849crossingTexaswheretheywerejoinedbytwohundredKickapooIndiansintheBrazosriverValleynearWacoandcrossingintoCoahuilaMexicoinJuly1850.AtfirsttheBlackSeminolessettledinMoralnotfarfromtheTexasborderwhiletheIndianSeminolessettledseparatelyatLaNavajaandtheKickapooatGuererro.LatertheBlackSeminolesmovedahundredmilesfurtherintoMexicotoMusquizsoonafterthatmovingafewmilesawaytoElNacimientodelosNegroswithafewfamiliesgoinginsteadtoMatamoros.TheKickapoomovedtothenearbycolonyofElNacimientodelosIndiosbutpracticallyalloftheIndianSeminolesdecidedtoreturntoOklahoma.InMexicotheBlackSeminolesmetanotherCreole-speakinggroupwhowerealreadythere.TheseweretheBlackCreekwholiketheAfro-SeminoleswereoriginallyAfricanswhohadbecomeacculturatedtotheIndianstheylivedwithwithoutlosingtheirCreolelanguage.TheyweretheAfricanswholivedwiththeUpperCreekinGeorgiaandwhohadalsobeensentWesttoIndianterritory.WhiletheAfro-SeminoleswholivedwiththeLowerCreekandothersinFloridaleftTampaBaybyboatforNewOrleansandtraveledtoIndianTerritoryviatheMississippiRivertheBlackCreekreachedOklahomaoverland.TheywerebroughttoCoahuilaandlefttherebytheirIndianownerswhohadbeennegotiatingforlandforthemsince1834.Inadditiontothesetwogroupsthecommunitywasalsobeingjoinedbystate-raisedmenandwomenescapingfromslaveryinTexasviaanundergroundrailroadleadingsouthintoMexico.SuchfamiliesastheGordonsandtheShieldsdescendfromthesefugitives.TheAmericanGovernmentsbetrayaloftheSeminolesIn1870followingnegotiationswithMexicotheAmericangovernmentsentUSCavalryCaptainFranklinPerrytoNacimientotorecruittheSeminolesbecauseoftheirreputationasfightersandbecauseoftheirfamiliaritywithNativeAmericanstocomeandhelptheUSArmydrivethePlainstribesoutofWestTexassothatsettlementtherewouldbelessofaproblemfortheWhites.TheSeminolesagreedandgarrisonedthemselvesundertheleadershipofGeneralBullisinFortDuncanatEaglePassinMaverickCountyandFortClarkatBrackettvilleinKinneyCountyinsouthTexas.TheyweresuccessfulandcontinuedtoservetheUnitedStatesuntiltheyweredischargedin1914.TheywereneverinformedoftheirrightsasAmericanIndiansandlaterattemptstobeincludedontheSeminoleRegisterandtoobtainlandoftheirownwereignored.Woodhull1937127wroteThescoutshavebeendisbandedandtheirfamilieshavebeenmovedofftheReservationatFortClark.TheyarenotentitledtoconsiderationasIndiansbecausetheydidnotregisterundersomeprovisionofCongressofwhichtheyknewnothingandtheygetnoconsiderationasNegroes.In1992membersoftheTexasSeminolesandtheSeaIslandGullahswerereunitedforthefirsttimein166yearsattheThirdBiennialNationalBlackArtsFestivalinAtlantaGeorgia.OnSeptember16th2007adelegationfromOklahomaledbyRepresentativeAngelaMoletteTuscaloosaOhoyoofficiallyconfirmedtheBlackSeminolesastheUnitedWarriorBandoftheSeminoleNationoneoftheso-calledFiveCivilizedTribesinaceremonyinBrackettvilleTexasatwhichSeminoleNegroIndianScoutAssociationPresidentWilliamWarriorwassworninastribalchief.SeminoleIndianScouts.JohnKibbettswascommissionedasergeantatFortDuncanandtenBlackSeminolesenlistedasprivates.BlackSeminolesScouts.CimarronesistheoriginofthewordSeminolesandwhichmeansroughlyFugitives.
